Spanish efficiency certificate

According to Royal Decree 235/2013 property owners must get energy efficiency certificate before they can sell or rent their properties (homes and premises).
These are the highlights of the legislation:
1.- The certificate is mandatory for all contract of sale or rental agreement signed after July, 1st 2013, and it is required for both homes and premises.
2.- The Consumer Organization estimate an approximate cost of 250 € for any single certificate, but it could really depend on type of edification, area, or market evolution.
3.- The efficiency label is valid from 10 years from issued date.
4.- The owner (acting as seller or landlord) is responsible for commissioning the completion of the energy efficiency certificate, and he could face penalties of 6.000 €.
5.- The owner needs the certificate since the first time he offers the property for selling or renting, as the efficiency label is part of the essential information given to consumers.
6.- The owner will not have to renovate the existing property to improve the energy label.
7.- The certificate must be registered by the owner with the Autonomous Administration
